Gerhart Rudolf Baum was born in Dresden in 1932. The left-wing liberal politician was state secretary for the Home Office and from 1978 to 1982 was home secretary himself. He has been involved in the human rights section of the UN since 1993, among other things as the leader of the German delegation at the UN Human Rights Commission in Geneva and as UN special correspondent for Human Rights in Sudan. In 1998 he published “Die Menschenrechtspolitik in der Praxis der Vereinten Nationen”.
