On June 29, 1995, a five-story department store in the richest neighborhood of Seoulcollapsed, burying hundreds of people underneath the rubble. For many people, this catastrophe, unleashed by a rampant capitalism that overlooked building codes and restrictions without any concern for the losses, became a symbol of South Korea’s »dictatorship of development«. In his essay, Hwang Sok-Yong delineates how the South Korean government exploits people’s trust in progress to allow corruption and greed to flourish under its mantle.
