Weakened by the financial crisis, shaken by Brexit, undermined by a lack of solidarity – not only on the question of refugees, destabilized by reactionary trends in some member states – the EU is in deep crisis. Is its self-declared role as the guardian of democracy and human rights still credible? How would a truly open and united Europe look? And how can citizens be given a greater role in shaping this transnational project?
